Default Bassett Hounds in cold weather

Bassett Hounds are my favorite dogs and someday I want one. I had one when I was a little kid down in Massachusetts. My mom says I shouldn't get a Bassett because Quebec is so very cold, however I have seen people walking Bassetts around my town. Don't you think they would adjust to the cold just like we do, and even cats do? If a cat can take it, why can't a dog like that? Of course you couldn't leave him outside too long but everything can be adjusted as needed for any pet, right?
